The Science of Managing Science: The Training Program at Humboldt University

In 1968 an independent department for science policy studies, named “Department for Theory and Organization of Science,” was established at Humboldt University. In accordance with the principle of unity of research, education, and practice, the main tasks of this section were defined as follows: (1) Training in socialist science management of qualified students for organizing scientific work, (2) Continued education of those active in the practice of science management, especially in the form of postgraduate study, (3) Research in the development of the science of science as insurance for a sound theoretical foundation and for the solution of certain tasks within the framework of socioscientific research (i.e., improving the management at Humboldt University), (4) Training of scientific junior staff in the field of science facilities management at universities and other institutions of learning; tutoring for candidates who are not attached to a specific school, (5) Practical scientific activities and dissemination of information about projects, application research, promotion and support of continued education, papers, etc. and (6) Active participation in international scientific cooperation within the framework of the COMECON member countries, to insure the adoption of the most modern international developments in this branch of science. Cooperation in joint projects with others in accordance with the potential of the department.
