There was once a large international airline that decided to have a hard look at their shift-scheduling problems worldwide. A project group was duly chosen, which wrote up a detailed set of specifications for the tool they required, including a sample problem that was actually a real problem. This project group flew all over their major marketing area for six months visiting professors and software vendors seeking their answer.
