Error Noted in a Paper by Jacobs, Silan, and Clemson

In the May–June 1996 issue of Interfaces, Jacobs, Silan, and Clemson present an analysis of alternative locations and service areas of American Red Cross blood facilities. The authors develop two integer-programming models. Both the models, as described, are erroneous. Counterexamples are given.
