Traditional approaches to the analysis and design of urban systems disregard social and cultural factors, resulting in a substantial gap between the anticipated and actual performance of many urban services. This paper presents anthropological case studies showing how cultural values, perceptions of time and space, and informal social relations influence the operation of urban services.
