Technical Note—Measuring Equity in Public Risk

Published Online:https://doi.org/10.1287/opre.33.1.210

An equitable distribution of risk is often an important criterion in the evaluation of technological and environmental risks. In this paper, we define the concept of equity precisely, and develop measures for ex-post and ex-ante equity. We then show how these measures, combined with information on the number of possible fatalities, can be used to rank alternatives that involve risks to human life.
