Ex Ante Equity in Public Risk

In evaluating decision alternatives that involve risk of death among members of the public, there are two types of equity that must be considered, namely, ex ante and ex post equity. Among the two, ex ante equity is more controversial. This paper suggests refinements to recent definitions of ex ante equity, based on distribution of individuals' risks across equally desirable outcomes, and historical inequity.
