Effect of Population Mobility on the Location of Communal Shelters

A method for estimating the size of an area served by a civil defense shelter as a function of building types is developed, walking speeds, warning and reaction times, and percentage of population to be protected are estimated, queuing at shelter entrances is evaluated. The results obtained are applied to the metropolitan area of Washington, D.C.
