A Stochastic Analysis of Programs for the Mentally Retarded

This paper presents a constrained value-weighted Markovian approach to evaluating public-policy alternatives. It incorporates value judgments and constraints into a Markov chain so that relative comparisons of value-cost time profiles associated with alternative programs can he made. Although the model was developed to analyze programs for the mentally retarded, other applications appear promising.
