Comments on the Preceding Paper

At the outset, we might comment that while Captain Healy's remarks (Healy, T. L. 1961. Activity subdivision and PERT probability statements. Oper. Res.9 341–348.) are valid from a theoretical viewpoint, there are practical operating considerations that were not discussed in the article that have a profound bearing on the problem. Therefore, the following comments will enumerate the practical operating considerations to be associated with the problem in order to achieve a real-world applications in the use of probability estimates for management decision making.
