A Damage-Limiting Shelter-Allocation Strategy

A damage-limiting strategy for allocating blast and fallout shelter protection is described in this report. The features that combine to make this strategy unique are its relatively fine-grained local orientation and its ability to meet a survival percentage criterion irrespective of the actual ground zero within the area considered. Shelter postures are tailored to the needs of individual cities or local areas, examined in one-square-kilometer detail. All potential ground zeros are evaluated in the shelter allocation process and least-cost decision rules are applied.
